Would You Like To Be On The Ethics Committee?
From Region 4 Director Brandon Campbell…
Brothers and Sisters:
At the July 2022 Constitutional Convention, the delegates to the Convention voted to reconstitute the Member Advisory Committee on Ethics. More specifically, the delegates voted to reconstitute the Committee with “new members and new alternate members selected by each Regional Director from amongst members expressing an interest in serving.” In addition to rank-and-file members of the UAW, the Committee will include the UAW Ethics Officer and UAW Public Review Board Co-Chairs Professor Jim Brudney and Professor Janice Bellace.
UAW members interested in serving on this Committee to submit their names, to my secretary, Yolanda Espinosa at yespinosa@uaw.net, no later than March 15, 2023 . I shall then select one (1) permanent member and one (1) alternate member from amongst members expressing an interest in serving and forward those names to the UAW President no later than March 31, 2023. Further information regarding the Committee and selection criteria is set forth below.
Scope of the Committee:
The Committee is responsible for:
- Reviewing the Union’s existing internal rules and policies on ethical practices and financial matters – including the Ethical Practices Codes, Administrative Letters and other guidance – and how those rules and policies are understood by the Union’s Officers and employees.
- Drawing upon Committee members’ individual experience and expertise to develop any recommendations to the IEB for improving existing ethics guidelines, practices (both financial and ethical), policies, enforcement standards and education of these standards.
- Reviewing the operation and function of the Ethics Ombudsman and Ethics Officer positions to determine whether adjustments might improve their effectiveness and/or promote transparency.
- The Committee will provide a mechanism for two-way communication and dialogue between the Committee union members and the Ethics Officer, to enhance understanding, acceptance, and operations of the Ethics Program. The Committee will have the ability to make recommendations about the operation of the Ethics Program to the Ethics Officer, who will give full consideration to those recommendations but will not be bound to accept them.
Size and Composition of the Committee:
A 21-member Committee, made up as follows:
- • One (1) permanent Committee member and one (1) alternative Committee member from each UAW Region.
- • UAW Ethics Officer.
- • UAW Public Review Board Co-Chairs.
Duration of the Committee:
The Members Advisory Committee would convene and perform its functions until the next UAW Constitutional Convention (June/July 2026). At that point, report(s) will be made to the Constitutional Convention delegates and determinations will be made by the Convention delegates as to whether the Committee should continue, either for a fixed period of time beyond 2026 or indefinitely.
Selection of Committee Members:
- The only criteria or prerequisite to being selected to serve on the Member Advisory Committee is that the applicants have been a UAW member in good standing for one (1) year. Members must remain in good standing for the duration of their service on the Committee.
- Interested UAW members must submit an expression of interest to their Regional Director by March 15, 2023.
By March 31, 2023, each Regional Director shall select—by a process determined by that Regional Director—one (1) permanent and one (1) alternate Committee member from each of the nine (9) UAW Regions.
